This wall relief was informed by Peter H. Schuck's proposal that nations ought to share, on a more equitable basis, the burden of protecting refugees. There were 13 million by UNHCR's estimate in mid-2014... with 3 billion predicted by 2050 – that's 1/3 of the world’s population.
